•Supervises Building Facilities Technicians and other assigned staff; creates work schedules to ensure staff is utilized to maximum efficiency; trains new and existing staff in work methods to ensure conformance to accepted standards;
•Develops operational maintenance schedules for City facilities to address the repair, maintenance, and routine cleaning of facilities and equipment;
•Prepares bid specifications to enable the bidding of complex facility equipment and systems such as HVAC, electrical, plumbing, roofing, fire alarm, drainage, and workspace modification;
•Prepares bid specifications to enable the bidding of grounds maintenance contracts such as, but not limited to, mowing contracts, tree removal contracts, litter patrol contracts, and other landscape maintenance contracts;
•Performs complex contract management oversight including budget, quality assurance, inspection, conflict resolution, and close-out;
•Manages work orders and enters data to complete work orders;
•Monitors building controls for numerous City facilities to ensure maximum energy efficiency and comfort;
•Ensures that systems such as elevators, backflow preventers, boilers, and fire alarms are inspected as required by the State of North Carolina;
•Provides division leadership and management in the absence of the Buildings & Grounds Superintendent;
•Responds to calls during emergency situations, performing and documenting building infrastructure inspections;
•Performs various maintenance and repair tasks when required;
•Oversees City Warehouse in coordination with Purchasing Division; and oversees building plan room for completed building projects.
*The incumbent in this position will be considered an essential staff member, required to work during disaster responses and all types of weather.*
Education and Experience: •High school diploma or GED, supplemented by at least six-months/one year of advanced study or training past the high school equivalency; and •At least five years of building maintenance and repair work, including some supervisory experience. Technical school certification(s) in the building trades preferred.
Required Knowledge, Skills, and Abilities:
Knowledge of: - Construction estimating practices and labor and material costs; - Tools and materials used in building maintenance and construction work; - The hazards and necessary safety precautions applicable to building maintenance work.
Skill in: - One or more building trades and reasonable proficiency in several other trades such as carpentry, plumbing, HVAC, electrical, etc.
Ability to: -Perform a broad range of supervisory responsibilities over others; -Review or check the work products of others for conformance to standards; -Assess the feasibility of proposed projects; -Produce written documents with clearly organized thoughts using proper sentence construction, grammar, and punctuation; -Communicate orally with others in one-on-one or group settings; -Exercise sound judgment in completing assignments; -Work cooperatively with other City employees, contractors, and the general public.
- Back Flow Inspection Certification or the ability to obtain within one year of hire;
- Valid Class C driver's license from NC or another state and acceptable driving record.
