Under general direction, develops, bids, and coordinates building and grounds repair projects and service contracts.
FLSA Exemption Status: Non-exempt
Examples of Duties:
- Prepares specifications and bid packages for projects and service contracts.
- Prepares advertisements and conducts pre-bid and bid opening meetings.
- Analyzes bids and proposals and recommends award of contract.
- Completes proper processes and paperwork for projects.
- Monitors contractors' compliance with contracts.
- Inspects projects and reviews and recommends approval of project payouts
- Maintains project files and related documentation.
- Prepares drawing plans and estimates for proposed projects.
- Prepares project budget documents.
- Prepares facilities reports using City's MUNIS work order system.
- Maintains the plans file room in an organized and properly indexed manner.
- Performs other related duties as assigned.
- Coordinates Facility Service Request through MUNIS Work Order System with Building and Grounds Supervisor, Facility Maintenance Supervisor, technical staff and contractors.
- Assist in the coordination of Facility Safety Reports.
Minimum Qualifications:
Education and Experience:
- High school diploma or GED and at least six months of study beyond high school in construction management or a related field and six or more years of construction project management experience.
or
- Associate's degree in construction management or a related field and three or more years of construction project management experience.
Knowledge, Skills, and Abilities:
Knowledge of:
- the methods, practices, and materials used in building and repair work.
Ability to:
- schedule and coordinate the work of others.
- use various types of computer software such as Microsoft Office, scheduling software, and GIS software.
- prepare drawings and specifications with a degree of proficiency that will enable the seal of a registered engineer to be obtained.
- plan and organize work.
- read and interpret plans and specifications.
- communicate effectively in verbal and written format.
- review and check the work products of others to ensure conformance to standards.
- work cooperatively with City officials, other employees, and the general public.
- work safely without presenting a direct threat to self or others.

Special Requirements:
- Valid N.C. driver's license and acceptable driving record
- Typical work schedule for this position is 8:00 am - 5:00 pm Monday through Friday. Selected candidate must be willing and available to work nights and weekends as required.
- This position is designated for stand-by duty, employees assigned to stand-by duty must respond to a call for service after regular hours within 30 minutes.
